Procurement Specialist

Job Purpose

Reporting to a Senior Procurement Specialist you will support the strategy for an efficient, best practice and commercially focussed procurement team within public procurement parameters and assist in the operational roll out of all procurement process throughout the organisation and to suppliers. 
 
This is a two-year Fixed Term position.

Responsibilities

  • Developing specifications, tender documents, contracts and Service Level Agreements, working across categories.

  • Managing the procurement elements of any projects through to their completion, encompassing any clarification and negotiation of commercial matters with suppliers.

  • Providing operational support to the Senior Procurement Specialist and Procurement Manager using IFS including processing requisitions and Purchase Orders, providing reporting and resolving invoicing issues.

  • Provide procurement advice and guidance to internal partners covering the entire procurement process.

  • Supporting the Senior Procurement Specialist and Procurement Manager in achieving Value for Money and assisting with spend analysis and creating and updating of category plans.

  • Support contract management of key suppliers – undertaking performance meetings, contract reviews and variation management.

  • Undertaking market analysis and identifying where savings and efficiencies can be made.

Knowledge & Experience

The ideal candidate will have experience in the specialist area of Procurement and hold or be working towards a professional procurement qualification. You will be commercially aware, self-motivated, and capable of working on their own initiative. The ability to visualise, articulate, and solve both problems and concepts and make decisions that make sense based on all available information is key. A willingness to handle a varied and challenging workload, competent data analysis skills, and present accurately and clearly to senior internal partners is required.
 
You will have strong communication skills and the ability to influence, be innovative in your approach, assertive and comfortable in being assessed on the basis of achievements and results. 

Knowledge of, and experience in applying, public procurement rules including Irish and EU law are preferred. Strong PC skills including Word, PowerPoint and Excel and knowledge and experience of JD Edwards IFS or similar ERP system are required.
