Money Laundering Reporting Officer (MLRO)

Role Purpose

Reporting to the Head of Compliance (PCF-12), the MLRO (PCF 52) is responsible for the ongoing maintenance of the AML Risk Management Framework, designed to ensure An Post is compliant with AML obligations in relation to Financial Services. You will also be the primary contact point with the Regulator on all AML related Financial Services Compliance items. As the leader of the Financial Services Compliance AML Team, you will play a pivotal role in influencing and setting standards as well as having the scope to drive and develop a team of Compliance Specialists to contribute to challenging business objectives focused on expanding An Post’s presence in Retail Financial Services. This is a MLRO and Counter Terrorist Financing (PCF-52) role under the Central Bank’s Fitness and Probity regime. Appointment of the successful candidate shall be subject to successful approval by the Central Bank.

The MLRO will fulfil the functional day to day role of Money Laundering Reporting Officer and proactively lead the An Post’s Anti Money Laundering and counter terrorist financing strategy and programme. The role holder will serve as a senior member of management within An Post and within the overall FS Compliance team.

As MLRO you will be responsible for oversight of the An Post Group’s Financial Crime compliance programme encompassing AML/CTF and Financial Sanctions. This requires in-depth subject matter knowledge, strategic thinking and coordination with various senior stakeholders including business areas, legal counsel, compliance and related support functions as well as external regulatory bodies and law enforcement.

The candidate will be required to provide strategic leadership and guidance to a large dedicated team of Financial Crime professionals. The role will frequently interact with members of senior management and both internal and external stakeholders to provide perspective, insights and feedback on Financial Crime Risk management matters.

Responsibilities

The primary accountabilities associated with this role include but are not limited to the following:

  • Responsible for deploying, maintaining and evolving a proactive AML Compliance risk awareness and management culture which remains relevant to the prevailing business strategy and regulatory environment.

  • Developing and implementing an effective AML Risk Management Framework and supporting suite of AML Policies.

  • Reviewing and updating the AML Framework and Policies incorporating new/amended Regulatory Requirements and Standards.

  • Engaging with Regulators in relation to the AML Risk Framework, Policies, new Regulations and consultation papers.

  • Providing AML advice and sign off for all new and amended products, supporting marketing and customer documentation.

  • Monitoring, identifying, advising and communicating impacts of key upstream (future) regulatory change.

  • Developing an enhanced suite of independent AML Management Information for reporting to Senior Management, Audit and Risk Committee and to the Board of Directors.

  • Acting as a main point of contact with Regulators, Internal Auditor and External Auditors in completion of AML themed reviews/investigations.

  • Developing and leading an effective Second Line AML team, developing an appropriately skilled cadre of AML professionals.

  • Developing and providing, in consultation with HR, an AML Training Programme for An Post.

  • Co-ordinating, operating, leading and participating in relevant Second Line of Defence Compliance Risk Governance Committees.

  • Building and maintaining working relationships with other teams, including Legal, Risk, Internal Audit, Operations, Technology, and Finance.

  • Demonstrating An Post values and behaviours in your day to day work and address behaviour that supports/conflicts with them.

Knowledge & Experience

You will have a Professional Compliance Qualification or relevant Third Level Degree, combined with a minimum of five years managing a Compliance Function, preferably in the financial services or insurance industries. You will have detailed knowledge of Retail Financial Services, Insurance and Payments Compliance Requirements along with comprehensive Risk Management experience.

You will have experience working in a Three Lines of Defence (3LOD) Risk Management model with a track record of delivering high quality compliance oversight across multiple products and entities. You will have expertise in the development, implementation and oversight of a Compliance Risk Management Framework, supporting policies and procedures coupled with proven ability in developing and applying regulatory and compliance requirements to a variety of business areas.

In order to secure an appointment as MLRO, the successful candidate must satisfy the Central Bank of Ireland Fitness and Probity Standards attaching to this designated Control Function role.
