First Line of Defence AML Officer

Job Purpose

As First Line of Defence AML officer you will be responsible for reviewing Customer files pertaining to Anti Money Laundering (AML) and Countering of Financing of Terrorism policy and procedures documentation requirements, whilst taking into consideration all Compliance and Operational Risks. AML activities in which the First Line AML Officer will be exposed to are: Know Your Customer / Customer Risk Assessment, Screening, Transaction Monitoring and Ongoing Customer Due Diligence.

Responsibilities

  • Review Customer files against the AML Policies and Procedures to successfully detect and investigate AML/ CFT issues specifically relating to transaction monitoring, customer risk assessment and Ongoing Customer Due Diligence reviews.

  • Reviewing and analysing patterns based on the results of the monitoring, screening processes and customer risk assessment categories in order to gain a better insight into the risk profile of the An Post Customer base.

  • Maintaining an excellent understanding of all aspects of Irish AML legislation and industry guidance.

  • Reviewing consistent, detailed and documented rationales for decisioning alerts aligned with the AML/CFT Policy and Procedures and optimising transaction monitoring and scenario based detection rules to address key identified emerging risks.

  • Ensure timely and high standard completion of reviews of Suspicious Transactions Alerts, emanating from Post Offices, other An Post channels, and through Transaction Monitoring.

  • Conduct thorough review of customers on their given risk rating cycle. (e.g. periodic reviews every 1, 5 or 7 years).

  • Analysing and reviewing findings on potential Suspicious Transactions investigated, ensuring a clear rationale is documented in each instance whether to close the case or report the findings to the Money Laundering Reporting Officer.

  • Dealing with requests from the Money Laundering Reporting Officer in relation to Suspicious Transactions and interacting with the An Post Investigations Department on all actual and potential fraudulent activity.

  • Review operational procedures for consistency with the relevant policies.

  • Prospect of supervising a small team and acting as a point of reference for queries and training needs that may arise.

  • Ensuring all checks, decisions and documentation are logged and tracked at every stage of the process in a proficient manner.

  • Liaising with various stakeholders to ensure a seamless customer journey.

  • Managing the team correspondence and working with various teams to ensure customer documentation is updated whilst dealing with issues as they arise.

  • Providing detailed Management Information, including Key Performance Indicators (KPIs), on a regular and ad hoc basis.

  • Promote a risk awareness culture within the team to drive the zero error policy.

  • The successful candidate will be responsible for reviewing CDD and EDD, as well as conducting Transaction Monitoring and Ongoing Customer Due Diligence.

Knowledge, Experience and Skills required

The ideal candidate will have experience working in a similar role for a minimum of 2-3 years with an understanding of Anti Money Laundering (AML) and Countering the Financing of Terrorism (CFT) legislation and requirements. Preferably you will have a relevant compliance qualification or equivalent professional training.  In addition, the ideal candidate will have the following skills and experience:

  • A proven ability to work to challenging timelines. 

  • The ability to understand and explain process requirements and communicate this information clearly and concisely.

  • Experience of enforcing Compliance with strict guidelines.

  • Interested in becoming a Subject Matter Expert in AML matters in Screening, TM, CRA and OCDD. 

  • Strong knowledge of AML and compliance or desire to complete relevant qualification ACOI or ACAMS.

  • Experience of using of Oracle FCCM System or similar AML management system is preferred but not mandatory.
