Manager, Crime & Fraud Prevention - An Post Security Services

Role Purpose

The Security Services mission is to minimise crime against An Post; thereby protecting our people, customers, assets, brand and reputation. Reporting to the Head of Security Services, your role as Manager will help define the security strategy and set the direction for the Crime Prevention Unit (CPU). You will plan, direct and lead Crime Prevention activity against ongoing and developing threats, ensuring that resources are properly allocated to priorities and that the necessary skills and capabilities are developed within the team. You will plan the unit’s activities to achieve the annual Security Services operational plan which directly supports the wider Company operating plan.

Responsibilities

The principal responsibilities associated with the role include, but are not limited to:

  • Planning, directing and leading the work of the CPU (including the equipment help-desk) to prevent or mitigate internal/external crime.

  • Developing and implementing appropriate countermeasures for all crime affecting the business – this to include fraud threats, cyber fraud threats and physical security threats.

  • Developing the strategic response to the threat of physical crime (fraud, robbery, burglary, theft etc.) across the business directorates to prevent or deter attacks through an integrated crime prevention methodology focusing on the victim, location and offender in partnership with An Garda Siochana and contracted suppliers.

  • Developing the security strategy for new and modified products & services ensuring that the product or service benefits from sound and appropriate crime risk management.

  • Monitoring technological developments in both physical and electronic security systems and establishing a base-level of R&D activity to future-proof the business.

  • Assisting in the recruitment, selection, training and development processes for the additional personnel being allocated to Security Services and the development of a pro-active and flexible response to business needs.

  • Designing and implementing a Management Information System for the CPU in agreement with the Head of Security Services. Designing & implementing a structured reporting system for the principal areas of CPU interest and criminal intelligence products such as Crime Pattern, Trend and Problem Analyses.

  • Designing and implementing a security inspection programme for all Company premises including a review of the external crime threats and identifying opportunities / security equipment to mitigate the risks and undertaking security risk assessments as appropriate.

  • Providing the latest and most up to date Crime Prevention guidance and advice (to include fraud and cyber related fraud advice) to the Business and assisting in the implementation and oversight of effective risk management. Influencing change at all levels of management to facilitate effective crime prevention and reduction strategies.

  • Promoting security compliance and best practice through site visits, security bulletins, security seminars.

  • Identifying the optimum activity portfolio for the CPU, based on a strong understanding of the resources available and the objectives of minimising the potential for crime, financial loss, damage to brand and client/customer confidence through external criminal activity.

  • Managing the Security Services equipment budget and assisting with tenders for the supply of security equipment.

  • Managing relationships and overseeing KPIs and SLAs with our contracted third party suppliers and service providers.

  • Developing the Crisis Management capacity/capability within Security Services.

  • Building and maintaining relationships with external Law Enforcement Bodies such as An Garda Siochana (GTAG and CPO) and Revenue Commissioners (Drugs Enforcement); contracted Service Providers and Industry contacts.

  • Building and maintaining working relationships with senior management of both the An Post Consumer and An Post Commerce operations, internal units such as Purchasing, Buildings/Facilities and An Post subsidiaries.

  • Supporting commercial and client managers in dealing with customers, either existing or potential, on all security matters.

  • As a Senior Security Manager, supporting the provision of 24/7 crisis management for the business in relation to Hostage, Kidnap and Extortion issues and handling the initial response to crimes in action.

  • As a Subject Matter Expert, assisting in the coordination of Third Party Risk Management from a physical security and fraud prevention perspective.

  • Assisting in defending claims and legal cases against An Post following security related incidents.

  • Addressing Raising Matters of Concern Issues as required.

  • Updating and maintaining the Security Policy and Procedures and Anti-Fraud Policy and Procedures for all Operations.

  • Where required, assuming responsibility for the Head of Security Services in their absence, including attending meetings and representing the Security Services area as necessary.

  • Performing any additional duties, as assigned from time to time, by Head of Security Services.

  • Demonstrating An Post Shaping Our World actions and behaviours in your day to day work and addressing behaviour that supports/conflicts with them.

Knowledge & Experience

You will have significant experience in relevant crime prevention/security risk management, along with experience of leading a team and influencing others. You will ideally hold a third level degree or be willing to undertake further education to obtain degree level qualification. Professional security qualifications or risk management qualifications are desirable. Excellent PC skills and knowledge of An Post systems (e.g. Track & Trace) and products (or the ability to quickly gain this knowledge) is also required.

Leaders and Managers within Security Services must be flexible with working patterns and be able to work unsociable hours which will, on occasion, require attendance away from home. Additionally, due to the 24/7 nature of An Post‘s operations be available on ‘a best efforts’ approach to respond to threats, incidents or requests for help outside normal working hours.
